Right, to those who can't get it to work with the tilde or button next to the L there is another one. The 2nd button away to the right of the L. @ or ' for me (Uk keyboard but might work on others).

This cheat are not working since 1.5 patch, there is a key for any keyboard languaje for open the console window but there is no code cheat available , in other words, programmers disabled from game code all cheats so THERE IS NO CHEAT CODE IN THE GAME, if you want to use some similar than a cheat, use a modification exe for play game (remember how to cheat on xcom? difficulty eh with hexadecimals editors) ok .

For the rest of the people how gets the holy window, when you put any input (in any location of the game ) you get a ??? every time you press enter key.. so the console are bloqued or in other words "a washed clean mind editor" there is no modules or actions programmed for run with console so console are Clean , someone needs to "reprogram" or get the sourcecodes from files 1.4 and put in patch in 1.6 for reinsert the modules cheats inside the game so with this method the console will be usefull again because it can start correctly and run again modules cheat (example full_store) full_store is a module created by original programmers for get all 25 each item on store. but what happend if the module doesnt exist anymore??

Try this one, it works for me fine:
"D:\CENEGA\UFO Afterlight\UFO.exe" --options scale_texs=1 video_caption=TRUE enable_system_console=TRUE

Note the 'TRUE' in capitals!
PPS my game is on Drive D so if yours is C drive then the line will be 'C' accordingly.
