k after looking on the internet i found out that its something with something mising in ure register to fix it:
Step 4. Double click tiger.reg and merge it with the windows registry
Step 5. Run Tiger Unlocker.
Note. You will get a message saying "The Tiger is now unlocked."

Errr those registry entries are nothing to do with Black and White 2. So I would advise people not to try it out, under Windows XP it may remove your XP serial.

Thanks for correcting me. Those instructions are for Windows 7. I have only tested them on Windows 7 ultimate x64. I'm aware they have nothing to do with Black & White 2 but for some reason the Tiger unlocker wont work unless those entries are there. I attempted running the unlocker in administrator mode and also compatibility mode. The only thing that worked was adding the ProductId in the registry.
So I guess the real question would be why does the Tiger unlocker need to see the location of the Windows Xp product key to work?
