I heard when the patch comes in a week or two. They will realease a modding tool that lets you acces those files.

that would be nice cuz then i could edit my units and buildings to build faster instead of waiting. it will be just like rome with one turn armies. which with how powerful the rebels are in this game u really need one turn armies.

There is a way to extract the .packs, but the files within are encrypted as well, so you'd need a translator of some sort. Basically, you may as well just wait for Sega and Creative Assembly to release the mod tools.
