try this
READ THIS FIRST AND DISCLAIMER:
In order to make these cheats work; you have to read these instructions thoroughly. Do not try and just skim through them and then change a bunch of stuff in your game files and then complain that it doesn’t work. If you follow these instructions exactly, it will work.
I do not have the time to answer individual questions. Most of your questions will be answered in this thread: www.cheathappens.com/show_board2.asp?headID=7141&titleID=9965 If your question has not been asked, then ask for help in that thread. Remember, there are only 2 types of dumb questions: 1.)A question that is not asked. 2.)A question that has already been asked and answered, but you were too lazy to read the thread and asked it again anyway…
I have included the “b4me_ini.zip” file and also a tweaked version of the gamedata.ini for the good side to have huge armies and cheap, fast building, high producing farms. I recommend you tweak your own gamedata.ini file so you can learn how to do it and create your army exactly the way you want it.
1.)Install the game doing a full install. 2.)Unzip the “b4me_ini.zip” file to your desktop. You should now have a folder on your desktop called “ini”. 3.)Right click on the “ini” folder, select COPY. Now navigate yourself to the game folder on your computer. The default location is: C:\Program Files\EA Games\The Battle for Middle-earth (tm). Once there, find and open the folder called “data”. Paste the “ini” folder into this folder. 4.)Navigate yourself back to the main game folder. The default is: C:\Program Files\EA Games\The Battle for Middle-earth (tm). Look for a file called “INI.big”. Select the file, right click on it, and select CUT. Now go to your desktop and paste the INI.big file to your desktop. 5.)Go to your desktop, find the shortcut to the game. Right click on it and choose properties. Click on the “shortcut” tab. In the box labeled target, delete what is in there and put the following including the quotes: "C:\Program Files\EA GAMES\The Battle for Middle-earth (tm)\lotrbfme.exe" –preferLocalFiles Click apply and OK. 6.)Check your work and make sure you followed instructions exactly. 7.)Navigate to the folder: C:\Program Files\EA GAMES\The Battle for Middle-earth (tm)\data\ini and look for a file called “gamedata.ini” . This is the file we will be editing, it is the only file we will be concerned with from now on. 8.)Look around in this file, there are hundreds of values to change that will affect the game. The first step is to decide which side you will be playing, Good or Evil. After you choose which side you want to play, you can edit your attributes to increase or decrease the characteristics of your armies, bases, and heroes. 9.)The first thing we will change is our population cap. Open the gamedata.ini file with notepad and search for the following lines: ;;; CAMPAIGN BONUS CAPS GoodCommandPointLimit = 300 EvilCommandPointLimit = 600 PowerLimit = 60 ResourceMultiplierLimit = 5.0
;;; INITIAL MAX RING LEVEL PLAYER CAN ACHIEVE InitialMaxRingLevel = 60 ;2
;;; Resource Bonus Percentage ResourceBonusMultiplier = 10.0 ; 10% bonus per region conquered
;;; COMMAND POINTS FOR SOLO PLAY HUMAN (INCLUDING LIVING WORLD) ;;; GoodCommandPoints = 100 EvilCommandPoints = 300
GoodCommandPointsBonus = 20 ; bonuses for every territory captures in living world EvilCommandPointsBonus = 50
;;; COMMAND POINTS FOR SOLO PLAY AI ;;; GoodCommandPointsAI = 200 EvilCommandPointsAI = 600
As you can now see, those are the command point limits. You should be able to understand what each one does. To change any of them (just remember which side you are playing on), just increase the number. Don’t go nuts and increase them by 10,000 or anything, just bump them up a hundred or so. After you do your changes, hit the save button. You have just increased the limit on how big your armies can be!
2.)Lets do farms now. For this example, we will do the Rohan Farms. Search for the following lines:
You can see that the build cost is 350, time is 15 and so on. Lets decrease cost and buildtime, but increase the health and amount of money we get from these farms once they start producing. Change your farm values to look like this:
By changing the values above, we have made the farms cheaper and faster to build, increased their health and increased the amount of money we get out of them as they produce.
3.)Ok, that’s about it for this tutorial. The rest should be self explanatory. Don’t be afraid to tweak settings and test them. If you’re not sure what to do next, go back to this thread and read or ask questions: www.cheathappens.com/show_board2.asp?headID=7141&titleID=9965 Feel free to add your own advice as well so others can benefit from your experiences. To go back to the original settings in the game, just cut and paste the original INI.big file back into the B4ME folder, and remove the “–preferLocalFiles” from your shortcuts target box. You don’t have to worry about removing the ini folder.
Multiplayer Note: If you wish to play online with these settings, then you need to make sure that the person you are playing with has the exact same changes done to his files as well. Best way to do this is to have one person make the modifications and then send all of the ini files to whom he/she wants to play online with.
That’s it, have fun.

If it comes up with an error on startup as it usually does with me when reapplying the file, go to your ini folder, select the folder 'Object', then the sub-folder 'Evilfaction', then the file 'evilfactionunits'. Hit ctrl+f to find and type 'movefornoone'. The first result is what you want. Delete the whole line and the game will run fine.
