Ive got it workin in XP without a hitch. (no run in 95,98,2000) Pretty much what I see is that I can activate the unlock all cars thing by pressing alt+7 right before i enter a car lot and then choices for cars switches from the normal vehicles to the special vehicles (bonus, my cars, etc). All of them that I know of are there. Plus all of the cars Ive modified throughout the game (with their performance settings still accurate), which is nifty if i do say so myself.
Some cars allow you can play around with the performance settings, like the cars you've done, and i think one or two of your crew's cars. The rest of the bonus cars are set on stock and dont have options for the other packages. So, what you see is what you get, which im not gona complain about when it comes to the audi and the koenigsegg.
Another nifty little thing ive found out is that once you get the cars in your garage, you can save the career, close the game and the trainer, then start the game without the trainer and you'll still have the cars in the garage.
Final note, you can change the paint and vinyls on every single one of the cars.
