Also is there a way to remove the weapon upgrade cap for the various units like the scouts(sniper rifles), the terminators(gatling guns) etc...

Well i cant really help you with the mod you downloaded. I might try to add the sp commanders to mine later on and find the issue...

Is there a way to modify the requisition/power number as well as increase or remove the population cap? Also I would like to decrease the time taken for weapon upgrades and building upgrades? I am still trying and struggeling with the wargear in skirmish issue.

Modify requisition/power: atrrib>ebps>environment>gameplay>Strategic point,relic or slag deposit.
Increase/remove pop cap: attrib>racebps>RACE>
Modify the time for weapon upgrades: sbps>races>RACE>SQUAD>squad_reinforce_ext>cost>time_seconds
Modify building upgrades: -Actual building upgrades attib>addons>ADDON>time_cost -Upgrades in general attrib>research>ABILITY>time_cost

Thanks a lot for the info. I am having trouble changing the power/requisition number though since i cant find any power/requisition section in the strategic point/relic/slag deposit addresses.
'sbps>races>RACE>SQUAD>squad_reinforce_ext>cost>time_seconds' This line only changes the time of a new soldier being added on to an existing squad. It does not speed up the weapon upgrade time. The rest is working fine. Where do you actually chage the time it takes for the, let's say 'Chappel Barracks', to produce a marine squad?
