@Darkgrim - Did You read the readme that came with the reader? It tells you how to make it work; you might need to register the ocx files or install the Microsoft runtime files.
@Kala122 - The damage value on the wargear screen is different from the damage value ingame. The ingame value shows dps, while the wargear screen shows a different damage value. The wargear for the sm worked ok for me. The captain pwns with all the wargear.

i did everything it said in the readme, but it still spits out an error when i try to extract a file

Well, i'm not sure, but i had the error when...
See there are two boxes, right ? One is like explore thingy and other is normal one. You open folders from the explorer, right ? Well i had races folder opened and it was in the right box, when i tried extracting then it didnt allowed... i simply went back to sp folder, checked the right box of sp, clicked on races folder ( right click ) and selected extracting... I can only explain this like : Can't extract already in use or smthing like that.... just try like this... worked for me... If not then let me know, i'll look again...

I'm not sure why you're having a problem. I've tried every possible way of extracting the files, and it works everytime. Try downloading a different extractor from DOW files.

Reader won't extract to a folder that does not exist. create the folder than provide the right path to the folder.
