yes u can open them at a certain time of day, i just dont know i for got the time of day, i think it is when the clock is right between night and day

you can get in tavern cellar when the staue in lookout point is pointing at bowerstone

just go to bed at the tavern at night when you wake up in the morning run around back and it should be open all thats down there is a chest with like leather trousers or sumthin.
