To get Surf you need to go to the deepest part of the Safari Zone in Fuscia City and you will find a house. the guy inside will give it to you. In that same area you will find an item called Gold Teeth. Give these to the warden and he'll give you Strength. The warden lives in one of the houses to the right of the Pokemon Center, I don't remember which one.

Blaine's is locked because you need to get the secret key in the mansion (to the left of the gym). once you beat Blaine, Giovanni's gym will open.
