might have figured out problem are you suposed to modifi the "planets xml" inside the data folder or the one inside the xml folder

Ok let's say you haven't copied the XML folder into the DATA folder. Go into the XML folder (For Either Empire or Rebellion) Open the XML file called Planets with notepad then find the planet & find the last line for that planet & change only the number, don't delete the entire line just the number. Then right click on the whole XML & select cut, go back into the data folder & past the XML folder into the data folder. Go back into the Planets file to make sure it still edited. Then close out of everything & start the game.
There is a regular document in the XML folder from the creator, it shows how to spell Corouscant. If you forget how to before you edit, just copy the name & go back into the Planets file & hit [CTRL + F] & type it in then hit search. A lot faster.
