There are two places with a minigun. The casino map by the train tracks, and the bridge in Los Santos. There is also a rumor that there are the best weapons in the middle of the map in the water somewhere, like an island. There's a minigun, heat seeker rocket launcher, flamethrower, and more. If anyone knows about anything, plz post!

U are rite, but there is a house(not island) with a minigun, heat seeker rocket launcher, RPG, and flamethrower, the house is ware the mission is ware u race with a monster truck, ware u meet the FBI guy(not tenpenny). It's in the third map.

I can confirm for a fact there is a minigun near train tracks on the casino map. I stumbled across it by accident while flying near the SE corner of that map. Look for the construction site literally bordering the tracks to the west side of them. You will see a several story building under construction, it's just the steel frame of it. Minigun is on one of the upper levels of this building and has 200 rounds of ammo. I estimated a rate of fire of about 30 RPS, which is consistant with a real Vulcan Minigun on factory issued rotors. I suggest using the infinite ammo cheat for this one hehe. You can near instantly explode any vehicle with it at inconceivable ranges. It is the ultimate powertool of the game IMO. Hope this helps anyone seeking this weapon.

Though I haven't looked in all the spots yet, I did find 2 more locations of the minigun I can confirm. As someone posted before, there is one on the train bridge between San Fierro and the Los Venturas mainlands. Not the freeway bridge, the train one just to be clear. It will be above your head sitting on an iron truss of the bridge as you would pass under it riding the tracks from San Fierro to Venturas. Should be the first truss if I remember correctly. The other location I found was during a Tenpenny mission in Los Venturas, the one where you have to snuff out a witness being guarded by a legion of FBI. I didn't read ahead on the mission and just drove into the ambush letting him fly off in the chopper a good ways ahead lol. Long story short, if you chase him all the way to his destination, it will be a parking garage. Kill him and the cops and right there in the corner of the garage is a minigun with 200 rounds like the others. Haven't done all the Turino missions yet but I know after a point, his house spawns another minigun and other goodies as mentioned above.
