When I open it up and click "ON", it says runtime error: '76' path error.

Yes the path in the unlocker is to the HP_Administrator folder! Not the admin or your username. I tried changing the path, but it doesnt work. Your best off editing the registery values (I dont have the value to hand but their on the net) yourself or if not wanting to edit(we recommend not to edit if at all unsure)leaving alone until someone comes up with a new version.

All costumes/sets/decades unlocked in Sandbox mode:
Note: This procedure involves editing a registry value; do not attempt this if you are not familiar with working with your system registry, as a mistake can cause serious problems with Windows. Start Regedit and use the "Registry/Export Registry File" menu option to create a backup copy of your original registry. Search for "Allow any Decade" with Regedit. Double click the "Allow any Decade" entry and change the value data to "1". Start Sandbox mode to have access to all decades and just about all of the sets, costumes, props, etc.
All sandbox rewards: Note: This procedure involves editing a game file; create a backup copy of the file before proceeding. Use a text editor to edit the "unlocking.ini" file in the "c:\documents and settings\[username]\application data\lionhead studios\the movies" directory. Note: This file is not created by the game until you get the first reward in story mode. Replace the current content of that file with:
Control Lion Head Studios logo: When the game loads and the Lion Head Studios logo appears, when all the balls tip out you can control it. To quit, press [Esc].

ok you know how it says Unlock.ini well is this for the UK because i dont have a .ini I have a .exe I dont know much about computers but got my first reward and i typed unlock.ini on my file search and nothing came up i must be doing something wrong my computer is a compaq but i belive that dosnt have anything to do with my problem

Why would I want things that would stuff up my computer?

Carbon: Won Career x3 Done Challenge Series 300k points with Corvette
Nintendogs: 8 dogs Gotten to Championship for Disc Star handler
