Nope and you can't get it with a cheat either unless someone makes a mod or sumthing.

Don't cry.If you want it you can download pizza trainer and make your heat in level 9.Then go around the map cross will follow you!!!If you damaged cross,He never follow you,If you like Cross again,cooldown the police and do pursuit again.I can't speak English very well Excuse me!!!

there is a chance of getting sargent cross. He will come in heat 5. U will probably not notice him come but he does come.
If u can immobilize him u get 300,000 bounty. He comes in a black corvette wid a cross mark and sumtimes u may face the lady cross. If u get her immobilized u get 100,000 bounty. U need to watch back to check if sargent cross is on ur trail or not.
