it auctualy really easy and i felt kinda stupid once i found it cause i wasted a ton of time lookin for it all you got to do is go to the general store in bowwerstone north and you can buy one for i think not much more then 50 gold (dont quote me on the, i know it isnt much) its just like 2 houses down from lady grey and its kinda retarted so there is your easy answer

Arg! I keep hearing something about a dragon, possibly under Hook Coast, and it's driving me nuts!! Plz any help at all would be greatly appreciated.

There is no Dragon it was removed prior game release like those three other quests when you start.

Though they might be released in an X-Box LIve Patch.
