Yes, it is true, most Sonic games (that includes Shadow games) go on the Gamecube. But, remember the first Sonic, on P.C?

X-Box is owned by Micosoft (a rich computer company, owned by..Bill Gates). So, Sonic was run on a Windows computer (a.k.a Microsoft)

So, by what you are saying was always that way, the first Sonic game would then have to be Sonic Adventure Battle 2 (which it isn't)

So, if it goes on P.C, why can't it go on X-box?
