Why would anyone want to cheat on a huge online game... Its unfair to all those that do not cheat and try to play airly and properly without making an advantage for themselves!!!

In order to play on an online private server, you need to have the right patch installed, and the url of a wow server. When properly patched, you change the url in the realmlist.wtf file to the url of the private server.
To get GM access you need to have your account 'upgraded' to at least GM. This lets you do the following:
Add money Instant level-up Add items Invulnerability Insta-kill Monsters/NPCs/Player characters (Nefarian in one shot) Resurrect Target Spawn NPCs/Monsters Teleport to objects/NPCs/Player characters Add skills, Professions, and instantly max them to 300 Tons more. There are lists all over the internet, just google 'GM commands' or something similar.
wowstatus.net has lists of private servers you can play on and where to register accounts.
You CAN play on blizzards servers, but you need to have the latest patch in order to play. So, it would be wise to have two installations of World of Warcraft on your computer. One for official, one for private. Private servers can be built as close to blizzard's public servers as possible. But some are called "fun servers" which have insane money/item drops, places are used for different things (example: Alterac Valley has portals to tons of different areas). It's a strange feeling. Also, some servers have the level cap increased (Max is 255.) Custom weapons, armor, items, and quests. The downside is that servers are usually buggy, and these fixes are usually done by the server admin. Bugs i ran into: warrior's stances not working correctly, rogue stealth not working period. Among a large array of other things. I wouldn't be the person to ask on how to host your own server. All i know is that MANGOS is the wowemu software used to run the servers. Again, google is a great thing to use to try and find what you need. Hope this helps to explain what the whole private server scene is all about.

But why, why do you want to cheat against other people... I'll use cheats like its christmas on any other game as long as there arn't any other human players playing alongside me...
