You can give Krasser the Falcon only after the Governor has signed the papers. You get the papers from the Police Officer after you give her lots of presents.

Thanks to Burnout for the info on how to get the third part of the maltese falcon. It was driving me nuts. And for everyone else that's stuck here are the spoilers:

The first part of the Maltese Falcon you can get after you sell the information about the whereabouts of the Governers daugther "Room 069 of the luxury hotel" to **** (owner of the cafe). For exchange for the info he will give you the first part.

The second part of the Maltese Falcon is in the prison cell (you must get busted firts). To get busted fast, just denounce everyone to the police chief. The Maltese is hidden behind a brick in the wall (on the middle right side).

The third part of the Maltese Falcon you can get by knocking out the drunk in the restroom of Dock's cafe.

If you use teh pictures from the brothel to blackmail people, you'll find an envelope in ****'s cafe restroom full of cash
