It happened to me as well but I was able to resolve it by removing that exe and ALSO revalidate the game and Steam will redownload one file and then it will correctly launch EAC. I have no problem playing since.

also can we possibly get a character lvl modifier and gear editor if at all possible

I think they mean rank and character level are different, each character has a max level of 30 (I think) while max rank is 100

which of these is used online?

Both are single-player and online. You can level them doing the main story. The character one mainly unlocks the use of passive skills across characters. Attached a screenshot of after a single player mission reward screen.

On a side note, noticed "Unlimited Unique Skill Attack Meter" doesn't work with a lot of characters.
