I'm just curious if there is a 'in the works' of inventory items not decreasing.

Yeah unfortunately this is one of those games where story mode is basically a long-ass hand-holdy tutorial and the crafting features don't unlock until Chapter 3. It's a nightmare.
you must mean the Synthesis process with plastics, yeah...it's a grind for me too.
also, there are 2 types of plastic: 1. Enhance, and 2. Evolve.
Enhancement plastic just levels up each main part from Head, Torso, L-Arm, R-Arm,
Legs, Backpack to Shield. and from my gameplay experience, the max cap is Lv.50.
Evolultion plastic increases the Ranking stars from 1 to the max total of 5 gold stars.
these stars increase the stats of each Gunpla part.
and that's about it.
