As with Helldivers 2, would it not be possible to do the same with The Division 2, both are online but with solo gameplay.

It's not as simple as both being "online".
For helldivers 2, most of the stuff is hosted on the player's end. For a game like Division, most of it is server side. I don't think that has changed all these years.
