The console mode can actually be activated with CTRL + ~
The UIDebug_SetBar hp 9999 9999 only able to set the HP bar for the current moment but it reset immediately when you perform an action (ie. picking item, fighting enemies, etc....)... Hope there is an actual setting which enable infinite health... and also set infinite items
Game is on hold

patching like a dog.
Game is not very easy to isolate values, so the developer console is what we have.

Cal

Because the cheats aren't activated even if you have the console on.
The instructions state "You should start with CheatMode iamveryafraid"
After that you can use the other cheats.
You can see all of them by using
all-commands
SetAttributeValue (Strength) (Value)
You can even unlock achievements normally or with the console command. Setting your attributes high make you immune to almost everything. Except needs/oxygen etc.

Can you give an example of an "attribute" and also how to use that command with an attribute and maybe a list of attributes that can be affected? I could never get it to work.

Basically the main stats like strength, agility, endurance, perception, mutation(Gained later in). Also can be used on health and drenaline (Haven't got Nano working but that's tied to Mutation)
A command to use would be
SetAttributeValue strength 9999
This sets the base strength to 9999 and if anything else gives strength. So could be higher.
Same goes for the others listed. the stats are usually lower case when writing. I've yet to find Nano(Tied into Mutation) and regen or needs.
