They are requesting for the Fabrication Station to have unlimited energy or etc. Not having this prevents us from unlocking all blueprints due to the requirements. Screen shots below.

I can answer for the energy option. After the second mission you can open new rooms at the gas station. In one of them a sort of computer, where you can craft updates. besides normal resources you need energy. The energy can be collected on your runs. i attached a screenshot where you can see the "computer" with the amounts of energy i have at the moment. hope that helps

When I start it on Steam the game asked me if i wanna start with DX11 or DX 12

You can also manually change this. Right click on the game, Properties and under launch options choose DirectX 11

Makes me wonder if its the difference between direct x11 and 12?

I cant get infinite item durability to work. I've tried switching them, unequip/requip them, entirely craft a new one, their durability still go down when used. Did I miss something obvious?

EDIT: nvm, didn't realized trainer has been updated

For me it depends when you enable this option. I did not investigate it, but with the most recent trainer update, if you craft your tools after this option is enabled, the durability will not go down anymore.

Thanks for the info, can you provide a save game for the mission where this Fabrication Station is available?
