As it is now, Defender is flagging the replacement file as a severe risk and the trainer does not work no matter how many times I replace the file. How do I know it is actually a false positive when it identified the threat?
you would have to talk with the game devs to have it not use EAC.

We're not in the business of packaging viruses with our trainers. Doesn't actually do much for sales. We have been in business making trainers for 22 years and have NEVER had anyone get a virus from any of our files. If you don't trust us, simply play the game as it was meant to be played.

As nook pointed out, this game has EAC. EAC as in easy ANTI CHEAT. That's to say, it actively blocks cheats even if you do not intend to go online. The devs are not going to get rid of EAC so the only other way is to replace the exe.
Defender is overly aggressive. I have had many false flags in the past. Just make sure that the file you download is from (directly, not from other sites) CH then it is safe. I believe defender has a threat history that records all such flags, so just go to your windows security -> virus & threat protection -> protection history. Select the entry for the blocked file and then choose to "allow" the file. It will unblock it and whitelist it.
It's also a little ironic because EAC is far more intrusive due to being kernel level, meaning that it could serve as a backdoor as well.

I have also windows defender and opening it through Aurora or saving it through Aurora and then opening it in Windows explorer, both work fine.
Its a RAR 5.0 archive so you need latest Winrar to open it. If you're using a third party extraction tool, maybe it doesn't support this format.
That did it, weird Winrar never told me there was an update, so I didn't think to check it. Thanks for the help.
just placed .rar in the folder like instructions after deleteing the .exe
steam just downloaded the file and replaced it with the EAC version .

There is a file inside the .rar called "Start_protected_game.exe", you need to extract that file and use that to replace the exe.
Using just the .rar will result in what you said, that steam just downloads a replacement.
