I tested a bit. I have ran the game only using editor options. I was ble to complete it get the pantheon experience.
Another game that i ran, i used unlimited movement, research and allways win auto battles. Did not get the pantheon points this time. I also notised that if you use autowin cheat the hero does not get experience.

Did you use any cheats?

I didn't mean for it to come out like that. My apologies. I realize it's challenging.

Try it again, as before just auto the combat.

If you start the game do anything like fight one battle while the cheats are enabled and surrender after a stats it takes you to a defeat screen with the windows on both side the window with progress bar on the right and the pantheon stuff on the left. If the cheats aren’t enabled it shows a list of things you did like vassals made, heroes leveled etc and “XP” gained for each action. If the cheats are used it shows in red no progress because cheats were used.

When you use the always win it disables XP gain for units and heroes as far as I saw. Didn’t check if it happens with other cheats enabled.

Using editor to get max resources doesn’t trigger anti-cheat and everything works fine. I haven’t edited spell or knowledge but other things like influence, gold and mana don’t trigger anti-cheat.

The pantheon is like a save of the characters you used to win the games. The devs said they can show up as opponents or heroes to recruit in future game. So basically a meta roster of characters you “ascended” with. It doesn’t have online elements. The progress bar also helps unlock cosmetics, maps and traits to use in future games. Traits be a destroyer of all or be pure diplomat etc.

Just elaborating on the two tabs of the Pantheon:

One is "Ascended Leaders" which is a list of custom rulers you've made, played games with, and won with. They make up a list of potential opponents in future games where you have "Custom Rulers" enabled for the AI. That's all.

The other tab is the Pantheon progression proper. There you can pick and choose the various skill-tree-style unlocks for traits and cosmetics and whatnots. The linear line to the left side of this tab are the various pre-made maps you can unlock by just leveling up your Pantheon, while the right side skill tree is more pick-and-choose for what you want.

Regarding the disabling of Pantheon XP: the resource editor does not disable the XP, while other options like Unlimited Movement do. I really couldn't tell you why that is. It may have something to do with Paradox (the publisher) being Paradox and forcing people into Ironman-like single-player games in this day and age or some other obscure reason. The game does have its own cheat/debug console, so it may be because of the behaviour of some of those options.
