It seems that increasing the Tile Bonuses when you build a structure on a planet, actually alters the tile bonuses for every faction in the game when they build that structure. It seems we are altering the base stats of the building rather than that of the tile.
I tested it with the Industrial Center and Capital Mainframe, when you alter the stats, and end the turn, the other factions get the same bonus. Just take a note of what they get before and after and you will see the increase. I reckon it will only work for just the player if you build a Galactic Wonder first and any other unique buildings that other factions cannot build.
I wonder if Caliber and everyone else knows how to fix it?
I can confirm that the Editor is not functioning as a cheat - all civs receive whatever changes made to non-unique planet structures.
But A+ for effort :P

y'all do enough quality work and i dont wanna see this one get retired or a couple days from now placed on hold for a month, , just leave this one where it is and dont do anynore until a couple days after the actual production launch, this gunna patch a lot more id bet money.

Editor totally working. The values you edit ARE what is used to affect those tiles. So if it affects ALL CIVS, that is a programming decision by the developers. Use it or don't use it. There isn't some "other" value I can edit to provide that.
