This game is a MMORPG, and likely is server based. Can you play this with internet unplugged and offline?

Considering that it currently requires a paid subscription to play at all, it is a traditional online only MMO for all intents and purposes.
As per the steam store page description:
"Dual Universe runs on a subscription model
Purchasing the game on Steam gives you one month of game time, which is not recurring. You will not be charged again automatically at the end of the first month."
Even if it goes F2P, it would still likely remain as an online only MMO.
