You probably still can't install even an hour later. Some third party sites have already confirmed that it's an issue with steam. Bought mine on GMG and even though steam shows the deluxe version activated it will not work and still shows the game as locked and won't update/unpack.

You can try to quit and reopen steam to get it to install but that's not working for most third party keys. Have to wait until steam stops screwing up.

restart steam or launch it from your desktop shortcut. Mine was bought directly from steam and the play button was blacked out. i launched it from the shortcut it created on my desktop and it went through

If you bought it from steam you're fine and those fixes may work. If you bought it from a third party like Green Man Gaming there is nothing you can do. I have uninstalled and reinstalled the game 3 times, restarted my computer and steam more times than I can count and there are thousands of other posts like this on reddit, steam forums, and social media. There is some problem with steam where it is not verifying and unlocking third party purchases.

Hi I bougt from cdkeys and now my unpacking began. I stoped steam wia task maneger then it worked sorry for bad speling.

was just suggesting the idea of launching from a shortcut hoping it would fix your issue. It wasn't mentioned in your OP. Sorry the issue is persisting.

I got mine from CDKeys activated yesterday. I pre-loaded today morning, but activation was not working. I exited the steam client, then ran it again as administrator. Now it is unpacking.
