Yeah as far as I can tell--the Eclipse purchase stuff is for cosmetics and in Deluxe version they are already included so nothing new to buy. Some of that still seems to need to be unlocked in gameplay with Gloss or your level (most of my Hunter armor stuff is still locked.) Gloss and resources and stuff are really all I'd like to change just to prevent having to grind too much.

I got Deluxe for dlc/season pass stuff and DLC heroes. I'd never just buy skins myself.

At least it is not a pay to win game. Though it probably means no official mod support (which is a real shame--I heavily mod Xcom2.)
