Yes, this is the problem. First they added a layer of anti-cheats then next almost everything is server-sided so whatever you change will either be visual only and not be the "real" value or the changes won't be permanent or actually allow you to use them, etc because they don't match the server values.

I just checked - the games don't require an internet connection. I just turned it off (Epic version) and it worked. There were two notifications mentioning that there might be problems, but... there weren't.
So probably this is a similar case with Forza Horizons - until you are offline it should work.
Of course, I fully understand that finding the values is the most difficult part.

Well steam version requires an active internet connection and everything is server sided but it could be different with epic version which I haven’t checked out yet.

Last night I went deep and thorough inside the game’s code on steam and figured that everything or some things like health is server sided therefore it cannot be modified from the client side also game doesn’t runs in offline mode.

Were you using the Steam or Epic version? Epic seems to work fine without an internet connection
Epic uses the 2k Launcher underneath if it helps.
