If you pay attention to ELIGIBLE of each prizepack, you can figure it out why some won multiple things.

Agreed - some rewards require certain tiers of membership etc - and if there are a smaller number online in that bucket names are likely to be called twice

I don't think anything is broken. I think it also has to do with your current rank or whatever. There's not a point in a tier 7 winner lifetime plus. Especially if they already have that. I haven't paid much attention to who is winning. Congratulations to those that do, and better luck next time to those who don't. I'm here for the fun and free stuff.
