I use Windows 10 x64 Bit Pro, yet this may help other people as well.
i don't know how many people are having problems with the .Net Core 3.1.1.22, but i had a mess of a time getting it working. all the new trainers need you to have .net core 3.1 installed to run them, but sometimes even when you install net core the trainer still tell's you that you haven't installed net core. uninstalling and reinstalling didn't fix it. Installing the 32x or 64x versions didn't fix it. Installing net core 5, or 6 didn't fix it.
I ended up finding the way to fix the problem for myself was to install net core 3.1.100. the file is called dotnet-sdk-3.1.100-win-x64.exe.
I got it from github.com/dotnet/core/blob/main/release-notes/3.1/3.1.0/3.1.0.md

The SDK contains everything, its for developers. I think the problem is that you have to install .NET Core 3.1 and .NET Core 3.1 Desktop runtime. Some people also said they had to download the 32bit (x86) version too. In that case you have to run 4 installers.
