Option is literally called

Rare Loot Drops: Toggle on and most drops of items are rare or even legendary!

The developers may have reduced the percentage chance for this or that.

The trainer doesn't work by forcing legendary all the time. In fact, that's not even what it's called, nor did we even intend for that outcome when it happened in the demo.

One of these changes was to eliminate the chance that Legendary gear could drop from chests; the Gauss boss chest is excluded from this change. Square Enix informed players that they do not want to remove farming runs for Legendary gear, but rather migrate the drops to more enjoyable content in the game."

2 questions:

1) WT 15 and the loot cheat are stacking?
2) Could you buff the loot cheat to include legengary items?

Reason I am asking, the loot cheat in DEMO was showering me with legengary items and the live game is ****sucking me.

The short answer is I have no idea, the option was never intended to make legendaries drop.

Try it and see.

It should DEFINITELY give you better items than if you didn't use it.
