I believe I saw a post about this in 2023 and not sure if it ever had a solution. When activating "Fast Ship Device Cooldowns" it works for devices, but it doesn't allow for Ult charging. When loading in the Ult is ready and can be used, however after using, the symbol will show it is filled, but you cannot cast the ult at all until you load into another zone. I'm using the steam version of the game.
I'll also add that I tested this with and without the option turned on. When turned off my ult refills as normal when killing enemies. When turned on, no matter how many enemies I destroy, I never get the option of using ult until I load into another zone.

I can confirm that - you need to do a report about that.
I made a report today, because the version has changed to v1.3.42909 now and the trainer doesn't work anymore.
I'm using Aurora and it's up to date.
With a lil luck we will as well have a fix of this cheat not working properly.
Maybe an update will fix that without further investigations I mean.^^

As for now, the trainer was updated "so fast", that it happened beside of the Update-Request.
The cheat "Unl. Boost" is not working anymore - I tried it on different ships, but "Unl. Ult.-Attack" is left for testing.
How ever - Unl. Hull is working, which is enough for the moment.
I will edit this reply again, if I find something additional to this, at least "Unl. Ult-Attack" I will test for sure.
Beside of this - the Titan-Ship is extremely huge ... it was something to be afraid of, the first time I came in contact to it. I'm very excited about the Leviathan!
