I wish all games just had a pre-load option. Regardless of people's internet speed if you have the option of playing a game the moment it goes live or waiting for a download and install then why would you ever want to wait?
It happened before that when RDR2 preload (either that or GTA V) was available it would've taken me longer to unpack the files after the preload on the release date than to download the game from 0.

Wow that's pretty incredible especially since RDR2 is a pretty huge game and GTA V is hardly small.
I suppose in that case the good thing with a pre-load is that you don't have to pre-load if you don't want to. For me I'd rather always have that option but in a situation like the one you've described I can understand not wanting to pre-load.
