For those who cannot wait. Another option is simply editing the nations.dat file in one of the the campaigns, you can find those at the A-E sub-directories in:

Grand Tactician The Civil War (1861-1865)\Campaigns\001

Then search for example "Confederate" and add a couple of 9's before your starting budget and enjoy your billions.
