Can you guys launch the game on Steam normally?
I sure can't. Even reinstalled game to different hard drives and to my main SSD drive, but nothing helps

Just wait it out. It will work after waiting. Then you'd get Happy with a Fish and you can take your anger out by slapping the Now Loading... Enjoy it!

Finally got game working, seems it matters on what drive you have to install the game.

Seems like a common issue with this game, reviews on steam are telling the same. Guess it needs a patch.
