Hi guys, found out that weapon proficiency should be (65536 + value)
let say if you have 100.4 long sword skill, the correct value should be 66540.
The trainer itself only input direct value (if you type 1000 it will be 1000 in memory,
which is smaller 65536 which equal to smaller then 0 in game) so the game think you don't even have 0.0 skill of the weapon and you can purchase any skill.
To do a quick fix try to use a memoy editor
Run the game with trainer, set your weapon proficiency to something like 8634.
Then search your game's memory with 8634 as your set value, you will found 8 or 9 value within similar addresses. Change those to 75535 (= 999.9), then you can buy all skills now.
Don't try it if you don't know Memory Editor, it can break your game / saves

I would recommend that you Back up your Save before doing this.
1) Use the Trainer to set the Weapon Mastery Proficiencies to a ####
2) Make Sure it takes the change by View it in the Proficiency Menu
3) Search that #### in the Memory Editor
4) Do Steps 1 - 3 tell you have about 9 address left
5) Change them to 75535
6) Check the Proficiency Menu and you Should see 999.9 on all of them,
if so now go to the Skill Tree and you Should be able to buy the skill now.
