There are other trainers and tables available that have it. You don't need it specifically on this one.

I haven't found one with a working "Weapon proficiency" option. Seems to be encountering the same problem.

Another worked fine for me before the update and the latest CE table lets you manually edit every weapon proficiency to whatever you want, NPC proficiencies included.
