Yes, to both of those questions. The amount in the editor only adds to the number listed in the inventory, it doesn't actually set an amount or change the real amount of ores.
Edit: New trainer version does the same thing. Again, I'm making sure to switch trainer tabs to confirm the amount and that the value is frozen. I am also running the training elevated.

Delete trainer and all files in

Reboot PC to clear excess memory, get a fresh copy of latest trainer
Now the game just crashes whenever I start a new game or open the inventory on an existing save.
I have the same issue with the latest trainer. The game crashes as soon as I enable a cheat. Though I can play just fine without the trainer. I was able to change the health and energy values, but game crashes shortly after.

Verify the games files, make sure nothing is damaged.
I redownloaded the game. Downloaded the latest trainer. Launched the trainer. Pressed F1 at the main menu. Loaded my save. Opened the inventory to populate the editor function. It should be noted at this point that my inventory lists 2 ores despite the fact that I only have 1. I alt+tab out the game, click the lock icon next to the ore option and type in 50. I click on the trainer tab. Go back to the game, close and then reopen the inventory tab and my Ores amount now says 51. Walk five feet and talk to the builder in Wellspring Glades and the ore amount listed in the top right of the screen still says 1.
Edit: The crashing was caused by running the trainer elevated. Running the trainer normally stopped the crashing for me, but the ore editor still doesn't work.

Don't lock the value until you have keyed in the desired number and pressed TAB on the keyboard. (verify the change occurred in game) then lock it in if you want to keep it there. The lock pressed before hand will keep it at the current value that was already there.

Pressing the lock button after keying in the amount produces the same result.
51 listed in inventory, 1 listed in shop screen.
