You don't even need to win a race. You can literally do all of it in game without even restarting the game. Just go into the game solo. Disable your internet adapter connection. It will automatically boot you into offline mode. Exit lobby and then return to solo offline. Edit your money with the trainer. Once edited leave and buy a car or a cheap part for the money to fix itself to what you input in the editor. Now go to the car lot and purchase your most expensive car over and over again. Stock up your garage and then return to your garage. Now re enable your internet in game after you have restocked your garage. Leave your lobby once again. Jump back into a lobby online. It will load your online save from the cloud with the money you earned not from the editor. Now all your cars you stocked up on should be there. Sell them all for cash and it will remain permanent on your online save. If that's not any clearer then what I first established then seek help mentally.
Edit: Make sure you load the trainer first with an internet connection before you disable your internet. Otherwise the trainer won't launch.

You really don't even need to edit money. The first trainer option makes it so that you will never lose a race since all AI cars are frozen when they're close to you. The entire reason to buy parts and cars is so that you can win the races.
As long as the first trainer option is working, you really don't need to edit money. As others have said, use that option at night, get in a chase, and sit close enough so that you're still being chased, but not busted. Your heat level will increase up to 5. Go do things and you'll get massive amounts of rep at the end of it. Then, go do the races, and earn easy money to buy the things you want.
It probably takes less time to do this than it does to do the whole offline routine and buy/sell cars. There's even less chance that you'll get things reset since you're not doing anything screwy.
I would say that an option to max your heat level would make grinding rep much easier.

Seeing as how they have a reset heat level, I can't imagine it would be too difficult to flip it around...
