I disabled my internet gave myself money and bought the most expensive cars and filled my garage up. Re enabled my internet and started my game over. It will say your inventory doesn't match. Just play solo and sell all your cars you stocked up. Leave the game and restart again. When you restart it will warn you again. Go ahead and play online this time. For me I kept my cash from selling the cars. It's a pain in the ass but it seems to work.
How'd you level up fast? I'm trying to modify the collected rep during night time and seeing if it will level me up and let me buy all the most expensive cars easily instead of grinding to get the rep at night. Cops get too difficult to grind at level 5 without getting arrested.
Edit: seems like trying to modify the rep isn't possible or I haven't been able to get it successfully to work. I've searched my rep eared each night, total rep and rep left for level and none stick when I try and turn my rep in. Maybe add a feature to set heat to level 5 so we can turn our rep in with a x5 multiplier?

I was wondering the same thing as well.
Money editor worked fine for me.
Just make sure you have enough money to buy something at first then change your cash to any number and please remember that "99,999,999" is the max value if you go any higher then nothing will happen for some reason while i was testing it out. When you set the value simply lock it then buy something, The money will now be set and you will now be able to buy anything you want.
EDIT: Make sure your origin is in offline mode before running the game, And on the main menu either press "Go offline" or "Play solo" I personally use the play solo option myself.
Edit2: You can also just win a race after changing and locking your money for it to change.
Edit3: When you end up going "99,999,999" you will then now be able to set it to its normal game value max of "999,999,999"
