Per Dev Konstantin (developer) in the Steam forums on Oct 10
"Has to be online to player singleplayer. We might consider doing an offline version down the road, but it will take quite a bit of work."
The thread goes on about an offline version coming but no eta. But....the dev also makes reference to a private server on your own PC being available which I assume means everything would be client side.
