Are you talking about editing the files?
The game is coded in Unity, you can use the UABE tool to look into them.
Or use CoSMOS in game to find the float values to edit

Every time you make a ship you have to search for the values since they change every time you make a ship still trying out how to freeze those values so it is slated to every ship building
Any luck with this? What about finishing building the ship and then changing the values at the end? Can you add more after doing so does it revert to the real cost/weight?

I've tried to figure this out, best i've done is using CoSMOS. Cosmos is finding it but I can't set the value high enough. i've just managed to increase the tonnage by like 100 tonnes. CoSMOS I was able to find the max tonnage, increased it and it only scaled. Didn't really help.
have you tried searching for the current weight (not max weight), and then freezing that value? IIRC it's a float. In theory you could find the ship's current weight in the builder, freeze it low, and then add an unlimited amount of guns and armor. Same with the cost. Instead of giving you more max tonnage/funding to work with, you just freeze the values low so that nothing you add to the ship actually increases the used tonnage/funds, thus giving you effectively unlimited. LMK if this works or not

So I tried this, it would reset when I changed the sliders etc and go back to the correct value. However if you went to the place equipment screen it would go back to what ever i had it frozen at. So I was able to launch at 200tonnes, however it would not load the world so rip. Access violation I believe, it did not freeze, however it was only a minimal CPU load and no Hard drive usage.
