How to change the value of experience

So I've been trying to change the value add experience points from 1000 to 10,000 I don't know what I'm doing wrong I'm also trying to change the talent point sheet to 10 from 99 so every time I do change the values it doesn't ever accept it is it possible to do it or am I doing something wrong
