Short of re-buying the game on one of the original platforms for which the trainer is supported and the suggestions above I am out of ideas.
There's a bigger problem behind all that, DX11 is not included in the steam standard edition and people cannot run it on Windows 7 as advertised.
The issue has been escalated, a new version should be coming our way, hopefully it will be compatible with the trainer

If you renamed it, how can it restart itself as Control.exe, since Control.exe no longer existed. A symlink is to be avoided on Windows anyway. It simply does not like it. Linux is better in that department.
Well, good news about that DX11 build. Maybe they'll create 3 exe's in the end and the issue is resolved. Good luck!

Well I renamed it and after the initial startup screens it crashed with a steam error box saying file Control.exe not found. So I copied it instead and kept both (Control.exe and Control_DX12.exe) and it will restart itself.
The steam game is not DRM free, so somehow it needs to interact with the steam client and I suppose part of the process is to make sure the correct exe was launched.
From what I know, renaming Control.exe to Control_DX12.exe on those that only have 1 executable does allow the trainer to activate and to work. I'm surprised nobody simply tried it, it only takes a minute.
Keep an eye on your savegames though, it could be that the game stops saving and corrupts the data. But that could be unrelated.
Also reporting that the latest trainer seems to work fine on the GOG version. I got a bit confused with the typo in the name though (01-23-2011 versus 01-23-2021), as well as the versions displayed on the trainer window. But it seems to work so far.
Next up, I'll be testing the hex edit to enable the PlayStation exclusive outfits and side-quest. The addresses appear to be identical to the Steam version. Finally the savegame editor to get those special resources and make me some super-modded guns.
I only have time to play it once, so I want to get as much out of it as possible.
How do you know if you have the DLC anyway?
