The page says that it was evaluated as Online only, which is not the case. It can be played offline.

Capcom themselves has made a request that no cheats are to be made for this game. because the cheats seriously impacts the game servers. So in response to the request Cheat happens have dropped all cheat development for this game and will not support it ever.
