You CAN play offline. There is an option to select to play Offline but you loose a lot of functionality. Like Co-Op Missions etc. issue is that it has Easy Anti-Cheat so if you want to play online after using a trainer you may risk a ban.

the option to play offline its only to consoles ! to play offline to steam you must move the data file ! and to turn in your online char you must put back the data . to use a trainer online yes its at your own risk .

the game on online cac does not use the offline cac sorry about my bad spelling is not my strong point

that i say my friend other char the multiplayer other to offline ! you cant turn your offline char to multiplayer! thatscan make a great TRAINER for the offline users !
