Yes, in both steam and in the game.
I have no mods and it's a completely fresh install today. And it's a new game, so I don't have any previous savefiles or anything.
I've also verified the gamefiles.

Could someone explain fully what they did to get it working?
I've restarted the PC and steam. deleted the old trainer and re-downloaded it.
When I hit f1, it states 'please wait,' then after 2 or 3 minutes, says 'activated,' then Civ 6 crashes to desktop and wants me to submit a crash report.
I have a high end PC and the game works without trying to use the trainer. Any ideas of something, probably really obvious, I'm not doing?

You need to disable and re-enable Rise and Fall in the additional content. See my post in previous page for more info.

You must own Rise and Fall and it must be enabled under additional content/mods in the game. You can also try disabling and re-enabling.

this is incorrect. Please activate once you are in the game and can move your sims.
If it's 'taking a long time' then likely the trainer is being blocked, or the .dll is incorrect, which means you are using an old save from pre-DLC version of the game.
the trainer has the option to copy and send debug info..

I know it's incorrect; I was seeing if it made a difference. It did, but unfortunately not a helpful one.

I can't imagine what would be blocking it, since I'm running it as administrator and antivirus is off. I have been testing it on a brand new game, right after starting my first city. I have never tried it on an old save.
