After rebooting pc and open steam library i catch that for some reason Rise and Fall state is deactivated in mod list, after enable it trainer start working as planned.

If you are using OLD SAVES from the OLD GAME that didn't have DLC then you need to use a different trainer:

that is NOT for DLC, and will be the LAST TRAINER we make for non-DLC..

yea.. um, no it doesn't.
Do you own the new DLC Rise and fall?
if you do, then start trainer
start game
start new game (PLAY NOW)
once you BEGIN GAME and can move your civs, ACTIVATE TRAINER
then use options
if the game crashes THEN, then you either have 1)wrong version (i.e. not legit steam version) 2) don't have latest trainer 3) something is blocking the trainer
I just tested it again and it's working. Others have it working as well..

Did you try the trainer after restarting steam just now? I recreated every step of yours with the newest trainer and after hearing "please wait" the trainer freezes.
I have the updated version on steam, the latest trainer and no firewall/ windows defender deactivated.
It must be a small dev update on the game you guys maybe dont have yet.
I just logged into Steam, did a verify on all game files, ran the game and the trainer worked just fine.

Re-enabling that Rise and Fall fixed my issue. No more crash. In order to make other options to work, give them few turns before press other options. 3-4 turns will be sufficient. This helps the trainer to find and grab the right spot to work. PZwizard, Caliber, and guys at CH, thank you very much for your hard work!
