CoSMOS is already a save file editor.

Launch CoSMOS and open the Savegame Editor (small wand with a top hat) in the CoSMOS tool bar.
Good for health, bad for education.

I'm sorry but I don't even know the game. - Maybe you try the Memory Scan while in the game or stick to your initial request and wait if someone of the community comes up with something.
